Add WIP flag to feeds

Description

As part of the data pipeline process, we need to be able to add and review feeds without making them accessible via API/Web.

Feeds in WIP state will:
– Not available via API nor Web for external users

• Available via API and Web for Mobility Data users
• TBD: How to switch off the WIP flag for a feed(s)

Tasks:

• Review how to get the email address at API level
• Investigate the possibility of adding an enum instead of a boolean flag, like internalStatus, etc
• Add wip field to the feed
• Filter out wip=true in all endpoints for non-mobilitydata emails
