Export CSV generates bounding box extracted date in rows without bounding boxes

Steps/Code to Reproduce
- Execute the
export.csvfunction in the prod or qa
Expected Results
- Function completes and generates the CSV file at https://files.mobilitydatabase.org/sources_v2.csv. All rows that don't contain bounding box data should not contain bounding box extracted on date.
Actual Results
- Export CSV generates bounding box extracted date in rows without bounding boxes
