The legacy uses code from multiple people, and doesn't even have a license. I'm not even sure if Kilburn even gave permission to modify the gamemode.

It would be better to start from scratch rather than to modify old GMod 12 addon code. This would also allow for the gamemode to be made with modern glua and TF2 source code in mind, which would have a more accurate experience.
