[Suggestion] Option to ban an item in only one world

The title explains it. You would be able to ban items in specific worlds.

Further thoughts:

• per-world banneditems.conf seems the most straightforward path from here to there, based on a (very quick) survey of the code: DIM-1.banneditems.conf, DIM-2.banneditems.conf etc
• /restrict commands could be tweaked so that by default they work on the world the player is currently in (preserving existing UX), but perhaps a world/dimension ID could be optionally provided?
