Update package dependencies and refactor report upload service

- Added AWS SDK S3 client and request presigner to facilitate file uploads to S3.
- Refactored report upload logic in frontend/src/common/api/reportService.ts to utilize S3 for file storage.
- Updated package-lock.json and package.json to include new AWS SDK dependencies and version updates for existing packages.
- Cleaned up unused code and improved the structure of the report upload process for better maintainability.
