Add agentic workflows agent and Copilot setup
Introduce .github/agents/agentic-workflows.agent.md: a dispatcher agent doc for GitHub Agentic Workflows (gh-aw) that routes requests to specialized prompts (create, update, debug, upgrade, report, shared components, dependabot, test-coverage), documents applicable files, usage, and security/compilation guidance. Add .github/workflows/copilot-setup-steps.yml: a workflow (job named 'copilot-setup-steps') to configure the environment for GitHub Copilot Agent by installing the gh-aw CLI (github/gh-aw/actions/setup-cli@v0.50.3) with minimal permissions (contents: read).
