[Feature] Add Ban/Note Reason when ticket closes with administrative action

For example here https://atlantaned.space/tgdb/ticket/188974/2, when an admin closes out a ticket using an administrative action (noting or banning), it would be really nice to have the textual reason put in the ticket.
