Prepare release package related to llvm 21 release #41
Description
- Update dependencies to release llvm
- Update pytorch etc dependencies from nightly version to fix version
- Backport documentation update from the main branch
- Backport exceptions revert from the main branch
- Finalize triton support on main and backport to the release branch
