The DLatch circuit is not functioning properly.

The feature of this circuit is that it only accepts output registration at the rising edge (the moment when the clock signal goes from OFF to ON), but the specification is such that it always accepts output state registration when the clock signal is ON. As a result, when I make a shift register, it doesn't function properly. I would like it to be fixed.
