Tests-Checker Action triggered on changes outside `src`

Currently, changes to config files that happen to be PHP trigger a review requesting changes from the github-actions bot.

If possible, we should restrict this bot to only request tests if there are code changes within the `src` directory.  (And if a solution is found, also apply this to the sister Emogrifier project.)
