releases: create a light release without debug & extra binaries

## Context 

The linux release with all tools is almost 800MB.
For local dev, CI etc... we practially only need: `sui`.

## Proposal 

Either:
-  split the release into 2 artefact: `sui....tgz` (includes only sui binary) and `sui-tools...tgz` (includes other binaries)
- create one more artefact `sui-light...tgz` that only includes
