TilesRenderer: Consider something like exponential error growth based on distance to camera #1424

This could help reduce the number of tiles that need to be loaded in the distance at the cost of precision. This could be done by modifying the "screenspace error" value after it's construction. We'd need to ensure that the resulting error value is not less than the initial linear calculation.
