Refactor: Status Transition Management System

Description

Right now, the logic for status changes is scattered and was cause problems with recursive errors. I worked for a bit with Claude to design a new system that is extremely flexible, but it would need some good tests and a bit of refactoring.

This is being put off from 25.1.5 until we have more time to work on it.
