Workflow status for blocked collections

Description

We would like to have a dedicated workflow and reindexing status for collections that are in a 'blocked' state, for any generic reasons that can be expounded upon in the comments. This would facilitate a cleaner tracking of collections.

Implementation Considerations

• The blocked status can be added to both, the workflow status, and the new reindexing status.

Deliverable

Additional workflow status for a blocked state.
