Strip datetime_range before creating collection #308
Description
What
datetime_range is used for some dataset_config ingestion scenarios but needs to be removed from the properties that are added to the generated STAC collection because it is not a part of the stac-api specification.

- datetime_range is not added to new stac collections generated by dataset and promotion pipelines
