PyUpgrade error is causing failures in pre-commit checks

Pre-commit runs successfully locally, but fails due to pyupgrade error in GitHub Repo.

It looks like there was an issue with running older versions of PyUpgrade with 3.14.1 and newer versions of python that was resolved in a recent PR; github actions is using 3.14.2:

Run actions/setup-python@v3
  with:
    python-version: 3.x
    token: ***
Successfully setup CPython (3.14.2)

The easiest fix might be to update to a newer PyUpgrade in .pre-commit-config.yaml

I wonder if we could drop the args: as well, --py38-plus looks like a pretty old argument and it's not mentioned in the README :)
