Re-enable API to add or delete suites, checks, with appropriate security measures

Currently, an implementation exists for adding and deleting suites and checks in the rest API, but since there is no authentication process, or checking to see if any of the added check code is malicious, this portion of the API was disabled. We should re-enable this portion of the API with appropriate security measures in place.
