Create a tutorial for open-mastr

open-mastr is a python package to download the Marktstammdatenregister, a central dataset of the German Energy System.

I wrote a short tutorial how to use open-mastr to download todays table of wind turbines and aggregate the installed capacity per German state. Is this something of interest for the Best Practices website? If yes, I can create a PR for this.

Within the folder structure right now, where would it fit best? And regarding the annotation service, I just wrap the whole text in my .md file with the

The folder structure is still in active development based on TA 1 work, but for now I would put it under Guidelines. As for the annotation, yes all the text that should be annotated needs to be within the annotation tags.
