feat(docs): add NGEE Tropics Team Dataset landings section to GitHub Pages
Added a new subsection in the docs/ directory dedicated to NGEE Tropics Team Dataset landings, serving as a landing page for datasets pending ESS-DIVE publication. Integrated the new page into site navigation and provided links to ESS-DIVE NGEE Tropics portal for datasets already published via OSTI. This page serves as a static snapshot for interim dataset access. Closes #449
