Update to welcome emails (#437)
Have updated the content of the Welcome emails in the prototype, both: - the version we link to from the index page of the prototype - the version shown in Manage users The new content here reflects the latest version in GOV.UK Notify. Note this is the email sent to users who do not already have an Okta account.
