Update the What’s new page (#527)

1. Drafted example text for the 'What's new' page: 

- using H2s for the date and a short description of the update, and
bullet points to describe the changes
- the entries are ordered by most recent first

2. Added inset text to the logged in home page signposting users to the
What's new page
3. Added extra footer link for the What's new page
