Fixing incorrect manifest variable lookups (nhs-england-tools#182)

## Description

- Fixing a bug where python_version variable is actually the nodejs
version
- Protects from adding packages which extend a base tool name, e.g.
adding `terraform-docs` presently breaks the version check for Terraform
