Chakra UI Library update

Issue Description

Update Chakra UI from version 2.10.7 to 3.24.0 to take advantage of performance improvements, new components, and ongoing support. This update may require changes to components using deprecated props or layout structures.

Tasks:

• Review Chakra UI migration guide
• Audit current use of Chakra components and identify breaking changes
• Update components and layouts to be compatible with v3
• Run full test suite and visual regression checks
