make searches case insensitive

I noticed that these two searches return different numbers of results, where the only difference in the search is the case of the query term:

• https://data.niaid.nih.gov/search?from=1&filters=%28measurementTechnique.name.raw%3A%28%22sequencing+assay%22%29%29 (33k results)
• https://data.niaid.nih.gov/search?from=1&filters=%28measurementTechnique.name.raw%3A%28%22Sequencing+Assay%22%29%29 (92 results)

I'm not thinking of any instance where case sensitivity would be important, so I propose we change this behavior. Probably best done at the API level or at the time of metadata harvesting?

Good point -- AFAIK, the use of the .name.raw was intended for the display of the terms in the filters and a holdover from tweaks to the species/infectiousAgent and healthConditions where the casing does matter and to use the .name for the actual search.

Based on the internal meeting on 2025.11.05, there are ES tweaks that can potentially be used to address this issue while preserving the capitalization of the terms in the UI filters.
