Improving the sitemaps

Issue Description

To improve the number of records indexed, we include records from all IID repositories in the sitemaps based on a set of criteria.

Currently we generate sitemaps at the same time as production builds but since the data may change in the API before any UI changes require a new UI build, we could create a GitHub action that runs on a regular (weekly) basis and updates the sitemap to reflect potential data changes.

Potentially integrate/trigger along side with existing nde-crawler utils.
