As a public developer, I would like for there to be instructions in the wiki for how to submit code changes

Mark noticed that there was no explicit description in the top-level README or wiki of how an external developer can submit a proposed code change (i.e., via pull request with automated testing and requirements for approval). He wanted to link to such a description when writing an email response to an external group who have expressed an interest in using and enhancing the WRES. I think something brief in the wiki might be enough.

OK, we should take a look to see what other (exemplary) projects provide on this. We probably don't need to get into the standard github workflow with PRs and code reviews etc., but it may be worth clarifying anything outside of this workflow that potential contributors need to be aware of. My first thought is that we should simply link to the developer wiki as that is its purpose. We may also want to sink some time into enhancing it, if needed (I haven't looked at it lately).

Oh, we already do that. Perhaps we just need to call it out a bit more clearly with a separate sub-heading and add a few words of description (but not many).
