First paragraph of README is out-of-date #387

Describe the bug

The first paragraph of the README.md says:

Important NeMo Run is still in active development and this is a pre-release. .... First official release will be 0.1.0 and will be included in NeMo FW 24.09 as well.

But we are now on 0.6.0 or maybe 0.7.0 and NeMo FW 24.09 was released a year ago. The first paragraph makes it seem like the project has been abandoned, but looking at project history it seems NeMo Run is still alive.

Steps/Code to reproduce bug

go to https://github.com/NVIDIA-NeMo/Run/blob/main/README.md and read the first paragraph

Expected behavior

The first paragraph of the README should be corrected to say what the true state of the product is. I'd suggest something like just saying

Important NeMo Run is still in active development and this is a pre-release. The API is subject to change without notice until the project reaches version 1.0.0.

Id' recommend leaving out the part about whether or not Nemo Run is included in the NeMo FW containers since NeMo run needs to be installed on bare metal to be able to launch the container.
