[Feature]: AutoDeploy: l2-norm pattern matching infra

🚀 The feature, motivation and pitch

add a pattern matcher for l2_norm such that

1. pattern match to torch_l2norm
2. fuse transform to map to desired backend like fla

It can be modeled after the pattern matcher approach for rms norm, see this PR: #9969
