[BUG] Disabling TSP tests since dataset download is broken due to upstream

Describe the bug
https://comopt.ifi.uni-heidelberg.de/software/TSPLIB95/tsp/ALL_tsp.tar.gz
is down and it is breaking TSP testing, once this is back enable those tests.
