Major release. Supports ABI version 4 (default), 3, and 2. Pull and push from upstream and begin automatic pulls from upstream. cuda::std::variant. cuda::std::optional. atomic_ref for 1 and 2 byte types. cuda::[std::]atomic padding bits. Deprecate GCC < 5, Clang < 7, and ICPC. Deprecate legacy CUDA atomics.
