🐛[BUG]: Numcodecs (zarr) install fails during docker buildx for ARM

Describe the issue

The pip install numcodecs fails for the arm arch when building using docker buildx. However, the same passes when installed using docker build on a separate arm machine. This is similar to here: run-llama/llama_index#583

Will need more debugging to identify what causes the exact issue (might be something with setuptools/python/buildx) but a workaround can be using conda install or using a pre-built wheel for arm.

The numcodecs team has also made some improvements to the arm support and hopefully this becomes available in the latest release of numcodec. Ref: zarr-developers/numcodecs#437, zarr-developers/numcodecs#428
