Update changelog for v25.04.0 release [skip ci] (#12494)

Generate changelog with the cmd:
scripts/generate-changelog --token=$GITHUB_TOKEN --release=25.02,25.04

Remove 'projectCards'(for the classic projects only) because PR/issue
does not contains this field. Refer to
