[REQ] Permit wp.tile_map() to take non-tile arguments

Description

Currently values that are treated as constant across input tiles fed to wp.tile_map() need to be constructed as tiles themselves. Instead it would be convenient to pass them as scalars then broadcast that value to all register/shared tile ops executed in wp.tile_map().
