[Runtime Bug]: Debug views breaking when changing layer threshold (new option layer system)

Describe the bug

Changing the threshold slider of the rtx.conf under Dev Tab -> Option Layers can break all debug views.

How do you reproduce the bug?

1. Disable "Save Changed Settings Only"
2. Save all settings into the rtx.conf
3. Relaunch the program
4. Enable a debug view (eg. geometry hashes)
5. Go to the Dev Tab - Option Layers and adjust the threshold slider of the rtx.conf
6. See debug views breaking

Manually removing all the debug view settings from the rtx.conf "fixes" that
