GFT - move CEQR sources to ingest #2102
Description
3 datasets for GFT come from our outdated CEQR pipelines
- dep_cats_permits
- nysdec_state_facility_permits
- nysdec_title_v_facility_permits
We should ingest them directly from their source instead

These are currently pulled from socrata and then geocoded. We could do this in ingest, though we could also pull from other sources

arcgis online (nys clearinghouse)

Some notes
- They all have slightly different row counts
- socrata has most tabular details - address, etc
- arcgis online has geom (so no need to geocode)
- arcgis online has been updated more recently (and seems to update more frequently) than socrata
