Remove datasets that are not used in build process from the data loading #427
Description
Remove datasets that are not used to build PLUTO from being loaded in in the first place.
This includes:

dcp_specialpurposesubdistricts

dcp_zoningmapamendments

Confirm what datasets are not used in the PLUTO build process by seeing if a dataset appears anywhere beyond the data loading and versioning scripts. If it does not, it can be removed.

Remove datasets from data loading step.
