Version 22v3.1 has about 20,000 records that do not have BCTCB2020 value

Version 22v3.1 has about 20,000 records that do not have BCTCB2020 value.  Need to investigate what the issue is.  This may be related to issue #315 and/or issue #261
Update: I think we need to update the projection for dcp_cb2020_wi.yml from 2263 to 4326.  The projection flip flopping is not new.
