Add PHP version warning to update page

### Describe the feature

We are planning on deprecating php7.4 in the next release and completely dropping support in the future. As discussed in #3613 we can add a warning system to the releases module where we are able to specify a required php version for a release and display a warning and/or completely blocking the upgrade process if the user is not on the required php version.
