bundle exec rake openstudio:update_measures and blank rows to report.html.erb files

When I run bundle exec rake openstudio:update_measures blank rows keep getting added to report.html.erb files.

I'm able to get around this by just using openstudio measure -t lib/measures which doesn't exhibit this, so it is something extra in rake tasks. Here below shows changes being made in common measures. This impacts reporting measures.
