Publish documentation as static webpage using Github Pages

We should add support for generating a static web page that is build each time a change in documentation is committed to main. There are many ways of doing this. We will be able to publish using Github Pages to the url https://netex-cen.github.io/test-profile-Documentation or any other custom domain we have available.
