Add a config option to automatically enable `--signoff`

**Is your feature request related to a problem? Please describe.**
So to add a `Signed-off-by trailer` to the commit message, I need to press `-s` when the popup shows up. But this is something I always use and it would be great to have a config for it which I can set to `true` and have `-s` pre-selected as the popup shows up.
