[Portal] Publish manual group as package version - some operations are missing

Describe the bug

APIHUB provides ability to create group of API operations into dashboard.
User is able to download "Reduced source specifications" contain operations from group.
In case when some specification files have equal names - system will export only first file, other files with equal names will be skipped.

Improvement related to issue is here - [FE][Improvement] Download Reduced source specs of Oper groups - add prefix for specs names

To Reproduce

Preconditions

Dashboard has manual group with list of 585 operations.

Test steps

1. Open dashboard
2. Download REDUCED specifications of group.
3. Publish these documents as package version.
4. Check number of operations in package.

ER:
Number of operations is the same as in Dashboard group (585)
AR:
Number of operations is less (556)
