[FE][Agent] No errors on snapshot creation if current version is OAS3.1 and previous is 3.0

Describe the bug

Preconditions:
In APIHUB - Latest version of service (f.e. 2025.1) has OAS 3.0 specs
On user's server - New version (f.e 2025.2) of service exposed with OAS 3.1 sepcs

To Reproduce

1. Go to APIHUB Agent;
2. Set cloud, namespace and workspace;
3. Run discovery;
4. Create snapshot of 2025.2 with previous version = 2025.1

ER:
System shows error icon on each service with OAS 3.1 with text message "Publication Failed".
As for now APIHUB doesn't support comparison between OAS 3.1 and OAS 3.0.
That's why APIHUB cannot create snapshot with mentioned previous version.

AR:
System shows endless creation of snapshot without any notification that something has failed.

The original issue won't reproduce anymore due to this feature.
But there's other issues like openapi.yaml file with bad indentation that lead to the same behavior - endless creation of snapshot. And that issue was fixed in Netcracker/qubership-apihub-ui#139 - the system reports about the failed publication immediately.
