[Bug][FE] Provide raw view for not migrated packages API operations

Describe the bug

After APIHUB-25.4.6 release API operations is not visible for not migrated packages. Need to provide raw view for APIHUB users

To Reproduce

1. Navigate to the package that was not migrated (there is notification: The data in the version '2025.4' may be incorrect, as the data has not been processed according to the latest system rules. Please republish the version and if this does not help, contact the system administrators.)
2. Open any API operation

ER: raw view is available for APIHUB users
AR: constant loading on operation content (API Operation tab; API Operation compare)

Need to show standard stub image on a Doc/Simple view if we understand that it could not be rendered due to missing pre-processed documents.
Following message should be presented on a stub screen:
"Doc View can not be shown, as the data has not been processed according to the latest system rules. Please republish the version and if this does not help, contact the system administrators. Alternatively, you can switch to Raw View."

It should be possible to switch to the Raw View.
