[Workflows] Pipline implementation for new repo

Please implement pipeline for our new repository: https://github.com/Netcracker/qubership-integration-schemas
It should build and publish to types of artifacts from same source.

1. Maven artifact
2. npm artifact
   as we need to have ability to connect this scheme to frontend and backend app at the same time.

.github/workflows/maven-release.yaml added, now it can publish to maven central:

Hello team,
Please provide some information about NPM artifact.
Per my understanding of NPM - there should exist some instruction like pom.xml for maven.
Right now, for me it is not clear how to build this NMP artifact, because I see just a lot of yaml files without any structered info.
