ns-plug bootloops when restarted

Steps to reproduce

• Connect a machine to a controller
• Restart the service /etc/init.d/ns-plug restart

Expected behavior

Component restarts successfully

Actual behavior

VPN restarts at first, then closes itself after 30 seconds, then boots itself up again, looping over and over

Workaround

• ssh in the unit
• /etc/init.d/ns-plug stop
• wait over 30 seconds
• /etc/init.d/ns-plug start

At the moment a partial rollback of #977 will be made, reopening #978 and scheduling it for next milestone.

The issue is fixed: vpn seems correctly restarted using procd.
