HA related notifications must be sent to NOC only when the HA service has been activated on NOC

Brief description
HA notifications are currently sent to the NOC for every unit with a valid subscription. These notifications are sent even when the HA service has not been activated or managed on the my.nethesis.it platform.

Expected behavior
Automatic HA notifications should be delivered to the NOC only when the HA service is active and managed on my.nethesis.it.

Actual behavior
HA event notifications are sent to the service center regardless of whether the HA service is enabled on my.nethesis.it.

Steps to reproduce

1. Configure an appliance without a System ID or with the HA service not enabled on my.nethesis.it.
2. Trigger an HA event such as a role switch or a sync failure.
3. The system sends the notification to the service center even though prerequisites are not met.

Proposed solution
Add validation logic so that HA event notifications are sent only if the unit has a System ID and the HA service is active on the my.nethesis.it management platform. If these conditions are not met, notifications should be discarded or logged locally instead of being forwarded.
