Timezone is not applied

After setting the timezone in System settings, it's not applied.

To apply it on CLI:

uci get system.@system[0].timezone > /tmp/TZ

The timezone is also applied after a reboot.

Steps to reproduce

• Set a timezone in System settings/general settings

Expected behavior

The timezone should be applied immediately and the correct local time shown in the UI

Actual behavior

The timezone isn't applied and the UI shows a wrong local time
