Admin UI cannot modify evaluator is_submitted #215
Description
After a user submits there votes on the evaluation page the user cannot return to the evaluation page because the evaluator.is_submitted flag is now set for that user+evalation. The admin UI should add a toggle to change the state of evaluator.is_submitted.
