Dependency Morphio fails in python 3.14 and is Archived.

We are unable to install PyNN in Python 3.14 due to an error with Marphio wheel.

Checking https://github.com/BlueBrain/MorphIO/ shiows is was archived by the owner on Feb 26, 2025. It is now read-only.

As this dependency is unlikely to be updated to python 3.14 PyNN needs to find a way to remove it as a dependency.

We regrettably will have to annouce that SpyNNaker will not work with Python 3.14 because PyNN does not.

MorphIO development has moved to https://github.com/openbraininstitute/MorphIO

It should not be a hard dependency for PyNN, though, because only the multi-compartment features require it. I will look into ensuring it is optional.
